Movie:
Queen Amidala wears a Japanese kimono-like gown for her ill-fatal pre-senate appearance. She has a debriefing with Senator Palpatine. The light color of the gown is a symbol of hope, a representation of her pre-senate appearance.

Design:
Inspired by Oriental cultured-styled costumes, Trisha Biggar designed a multi-layered robe gown. It has two gray-colored layers of over-dress, and a rose-colored crinkly under-dress. The kimono is belted with a wide obi. The complex sleeves, referred to as "penguin sleeves" were deliberately accentuated. A Shiraya headdress is worn, resembling a fan-like hairpiece designed especially for this ensemble. Veda pearl beadings and glass filaments drape over the headdress with some parts coming down the forehead, resulting in a bangs style-look. The antique lace was made from a 1920's exotic dancer's skirt. Queen Amidala definitely reaps a lavishing and elegant appearance.

Palpatine hopelessly tells her to accept Federation control for the time being.

Palaptine's Quarters - Amidala sits while listening to Palaptine. Eirtae and Rabe stand behind the Queen.  Palpatine thinks there is little chance the Senate will act on the invasion. The Queen replies, "Chancellor Valorum seems to think there is hope." He continues to have little faith on the Chancellor suggesting he has no real power. "What options have we?" She asks. Referring to Chancellor Valorum, she replies, "He has been our strongest supporter."
Palpatine thinks the best choice is to push for a stronger Supreme Chancellor. One who will take control of the bureaucrats, enforces the law, and give justice; and to call for a vote of no confidence in Chanceloor Valorum. His other choice would be to submit a plea to the courts. "There's no time for that. The court takes even longer to decide things than the Senate" she states.
