Queen Amidala wears this black gown that symbolizes the gravity of her current situation on Coruscant and her concern for Naboo’s fate. Originally in TPM, Queen Amidala was only supposed to wear three costumes, but George Lucas decided to have her wear a new gown for almost every scene. The gown is utilized twice for the film; (1) after her discouraging meeting with the Senate and (2) when she congratulates the new elected Supreme Chancellor after the defeat of the Trade Federation. The black coal-colored gown reflects the Queen's subdued mood and it symbolizes her ill-fated meeting with the Senate and the perilous situation concerning her planet and her people.

Design:
The Foreign Residence gown aka as the Post-Senate gown has a Japanese influence, kimono-like garb. Made from Cyrene silk and fur like fabric, Trisha Biggar used antique pieces from around the 1910's to create this overt gown. However, she was skeptical about the costume, "We think it was a dress," she commented, "but it was in so many pieces, we weren't sure what it was." The motif pieces were transformed into intricate embroidered designs. Taken from a precedent queen's gown, the beaded emblems on the large over sleeves are over 240 years old.
As for the elaborate hairstyle, it was done in a magnificent foreknot style adorned with golden beads and two black suspenas framing her head. Notice the headpiece? A golden jewel hangs from the foreknot. It's so intircately beautiful!

Palpatine's Quarters - Queen Amidala and Jar Jar Binks stand behind the window overlooking the night city of Coruscant.
Jar Jar: "Yousa tinken yousa people ganna die?"
Amidala: "I don't know."
Jar Jar: "Gungans ganna get pasted too, eh?"
Amidala: "I hope not."
Jar Jar: "Gungans do die'n without a fight... wesa warriors. Wesa gotta grand army." He continues, "Dat why you no liken us, methinks."
Amidala is sad. She contemplates Naboo's future.
The door opens. Amidala turns around. She sees Palpatine and Captian Panaka rush into the room. They bow before the Queen. Panaka informs her that Palpatine has been nominted to succeed Valorum as Supreme Chancellor. Amidala: "Who else has been nominated?"
A determined Amidala does not give up so easily. "With the Senate in transition, there is nothing more I can do here... Senator, this is your arena... I feel I must return to mine. I've decided to go back to Naboo. My place is with my people."
Palpatine tells her she must be realistic that she will be forced to sign the treaty.
Amidala: "I will sign no treaty, Senator. My fate will be no different from that of our people. Captain!" Panaka closes in. She orders him. "Ready my ship!"
Theed Palace Patio - The heroes and the Neimodians gather around as they exit their ships. The latter are held prisoners.
Amidala: "Now, Viceroy, you are going to have to go back to the Senate and explain all this."
They depart and board another cruiser. Chancellor Palpatine is greeted by the Queen.
Amidala: "Congratulations on your election, Chancellor. It is good to see you again."
He tells her that her boldness has saved their people. It is her that should be congratulated. Together they hope to bring peace and prosperity to the Republic.
They inform her it is Bail Antilles of Alderaan and Ainlee Teem of Malastare. Palaptine feels confident the situation will create a strong sympathy vote for him. The Queen is not too convinced.
Amidala: "I fear by the time you have control of the bureaucrats, Senator, there will be nothing left of our cities, our people, our way of life..."
He understands her concern, but the law is in the Federation's favor he tells her.
Behind the scenes
Palpatine pleas for her to stay.
Amidala: "It is clear to me now that the Republic no longer functions. If you win the election Senator, I know you will do everything possible to stop the Federation. I pray you will bring sanity and compassion back to the Senate." Amidala and her retinue exit the room.
